I promised through a comment three days ago that I will post my recommendations on what eye creams I can vouch for. Here goes my partial list:

St.Ives Cucumber Eye & Face Stress Gel
A soothing gel that combines cucumber and other natural ingredients to hydrate and revitalize skin. Works to reduce the signs of stress, fatigue, fine lines, puffiness and shadows to reveal a more refreshed, vibrant look.
Confession: when you guys see me sooo well rested, it means I basked my face with this. I’ve been using this since college (so that’s about 5 years to date) and I’ve been a fanatic since then. Before doing my makeup, I put this on and run ice on my face. I pat off the water and excess gel with tissue after 3 minutes and do my usual moisturizing and make-up routine. I know it’s not supposed to be used that way but that’s how I do it.
I never run out of this because it’s super cheap at less than PhP200. I always stock two in my fridge like this.

MAC Fast Response Eye Cream
The super-charged, caffeinated cream with instant effects. De-puffs, erases the look of dark circles, firms, soothes and softens skin around the eye. Special optics act like magic to fade away lines.
Next to MAC e/s in SHROOM, I think this is the MAC product that I cannot do without. Its promise is true: the effects are instant. It’s more on a good makeup base than a treatment so do not expect a lot of moisturizing here. I like it because it’s non greasy and works as a decent primer for my concealers (even MMU concealers).

shu uemura Ace ß-G Reinforcing Eye Cream
A renovation to the original ß-G Reinforcing Eye Cream - A new gel eye cream with concentrated ingredients to help reduce fine lines and wrinkles while minimizing puffiness and dark circles.
If this was any cheaper, I will spoil my eye area with this. I love this one cause I look so well rested when I get up if I applied this the night before and my concealer never cakes when I apply this during day time. I like the whole it’s cream-but-feels-like-gel feel too. You get a lot of moisturizing minus the grease.
NOTE: Images save for this one were lifted from the products’ respective websites.
